Assume you refer to:

I believe the literal translation is "power to the leader, expense to the
people". This has been debated in some circles though, as older
translations tend to substitute 'leader' with titles like 'czar',
'president' or 'ruler'. Most of these debates stem from specific cultures
or societies that place importance on leadership titles, and I don't think
there has been any proof that they are valid.

If they are in college, don't know to include a URL for reference, and oblivious to the Tolkein reference.. they probably believe everything they read on the net. At least, I hope they do.
