THE CRIME
On August 16, 1994, Mary Outlaw Fritts fled the state of Virginia with her eight-year-old daughter, Emily, in violation of court orders issued in the Juvenile and Domestic Relations District Court for Augusta County, Staunton, Virginia. After refusing to allow her estranged husband an authorized visit with their daughter, Fritts left the Staunton, Virginia area, taking Emily with her.
