Public Entertainment Licence Adobe Acrobar Reader Format (.PDF) Application Form - F9

An entertainments licence is required for any public dancing or music or any other, similar public entertainment. An entertainments licence is also required for an entertainment consisting of and including any public contest, exhibition or display of boxing, wrestling, judo, karate or any similar sport.

The common definition of a public entertainment is one which involves one or more of the above activities, is publicly advertised and where a fee is charged either before the event or on entry.

There are exemptions for these requirements, which broadly speaking are as follows:-

If the music is merely incidental at functions such as garden fetes, bazaars and sporting events or in the case of boxing, wrestling and karate, if the event is held in a pleasure fair.

Similarly, if the premises are liquor licensed, then under that licence, it is permissible to have up to two performers playing live music or singing but not dancing. In the case of "karaoke" evenings, unless it can be guaranteed that no more than two people will be performing including the D.J. and that there will be no dancing, a public entertainments licence will be necessary.

This licence is required by any private premises having public entertainments for private gain including events held in the open air.

Required by a registered club if they wish to apply for a special hours certificate to enable them to have private/public entertainments in excess of licensing hours.

This certificate is required by anyone who is employed as a door supervisor at any premises which old a public entertainments licence.

Cinematography Licence Adobe Acrobar Reader Format (.PDF) Application Form - F6

This licence is required by custom built cinemas and for video juke boxes. If the pictures move behind the words of a kareoke then a cinematography licence is required.

A cinematography licence is not necessary if the film exhibition is given at a private house, the public are not admitted, the exhibition is to demonstrate any producer, to advertise any goods or services or to provide information, education or instruction.

However, if the film exhibition conforms to the above description, but is promoted for private gain then a cinematography licence is required.

Scrap Metal Dealers Licence Adobe Acrobar Reader Format (.PDF) Application Form - F7

This licence is required by anyone who buys and sells scrap metal, and/or keeps a metal store.

Street Collection Permit Adobe Acrobar Reader Format (.PDF) Application Form - F4

This permit is required by anyone wishing to collect money in the street from a set position, for charitable purposes. All collections of this nature must collect the money in sealed tins and make a return to the Council within a stipulated time span, stating the amount collected, any expenses which have been deducted and signed by a Chartered or Certified Accountant. They must also have a separate list of the collectors, together with the amount collected in each tin. A prescribed notice must also be published, after the collection, in a local newspaper. It can, on application, be possible to insert this notice in a local parish magazine.

House to House Permit Adobe Acrobar Reader Format (.PDF) Application Form - R4

This permit is required principally for door to door charitable collections, either made with collecting tins or by returning to collect a previously posted envelope. It will also cover collections of money made on a "pub crawl" and for example collections of tin foods for redistribution or "jumble" for charity sales.

As with the street collection permits there are returns to be made to the Council within a stipulated time.

This licence is required for the public performance of plays.

You are required to be registered for raffle, tombolas, 200 clubs and any event which involves the sale of tickets and an element of chance. The proceeds of which must be for charitable purposes or participation in or support of athletic sports or games or cultural activities in respect of lotteries etc held, setting out the amount collected, given in prizes and the deducted expenses. All lotteries etc, held under this registration must have properly printed tickets, showing the registration number, the promoters name and address and the Council who have registered the charity.

If, however, the raffle tickets are sold and the raffle drawn on the same day, as for example at dinner dances or garden fetes, then a certificate of registration is not required.

A Section 34 permit will be required for premises who do not have a justices licence in force and who wish to operate gaming machines which give prizes.

It is Council Policy not to issue any permits in respect of the premises where food and drink is sold for consumption on or off the premises.

A Section 16 permit is required for the playing of bingo in an amusement arcade.

This licence is required for anyone who is proposing to offer goods for sale from a permanent venue. These consents can only be issued for streets which have been designated consent streets.

A street trading consent is not required if the articles being sold are newspapers or periodicals either without a stall or a receptacle or provided that the receptacle does not exceed one metre in length or width or two metres in height.

This licence is required for any car which is used for the conveying of passengers for a fee from a previous office booking.

This licence is required for any vehicle plying for hire or hired by previous booking for financial gain.

This licence is required before any person can drive a licensed hackney carriage.

Private Hire Operators Licence Adobe Acrobar Reader Format (.PDF) Application Form - F11

This licence is required to operate private hire cars. It is possible for one person to be licensed operation and to employ/sub contract an unlimited number of licensed vehicles. However, a licensed private hire driver cannot accept any bookings unless he either holds or works for a licensed private hire operator.
